Commission

The commission defines the strategic direction that the OPSC will follow and makes policy decisions. It also ensures the consistent enforcement of existing legislation and, where necessary, issues directives and communications specifying the statutory requirements relating to occupational pension provision.

Strategic direction and objectives

The overarching objective of the OPSC is to protect the financial interests of those insured under the second pillar in a responsible and forward-looking manner and to increase trust in the Swiss occupational pension system.

The OPSC's strategic objectives for the 2024–27 period are:

  • enforcing consistent and risk-oriented supervisory practices within the occupational pension system
  • ensuring transparent and credible governance of all second-pillar stakeholders
  • enhancing the expertise of all individuals and institutions involved in occupational pension provision
  • ensuring a high level of efficiency and effectiveness in the OPSC’s direct supervision
  • providing targeted information on occupational pension provision, in particular up-to date key indicators on the financial situation of pension institutions

The commission consists of between seven and nine members. The social partners are represented by one member each.

The commission currently has eight members, all of whom were appointed by the Federal Council. Their term of office began in 2024 and will end in 2027. The members perform their duties on a part-time basis.

The commission members' interests are publicly available (in German, French and Italian).

The Organisational and Procedural Regulations of the Occupational Pension Supervisory Commission (SR 831.403.42) govern the respective responsibilities of the commission and the secretariat. They also govern how each structure is organised and how the perform their respective duties.

Secretariat

The OPSC secretariat is the commission’s central point of contact for external parties. It is headed by the Director and is divided into five divisions.
