Secretariat

The OPSC secretariat is the commission’s central point of contact for external parties. It is headed by the Director and is divided into five divisions.

The secretariat:

• prepares the commission’s business and duly implements its directives, standards and other decisions;
• examines the annual reports of the regional and cantonal supervisory authorities; ensures consistent supervisory practices nationwide, and may conduct inspections in furtherance of this work;
• maintains the register of accredited occupational pension actuaries;
• exercises direct supervision over the investment foundations, the Guarantee Fund and the Substitute Occupational Benefit Institution;
• coordinates the sharing of expert information with other second-pillar stakeholders.

Specialist units within the OPSC Secretariat

The secretariat has five specialist units:

• Auditing

  The Auditing Unit:

  • supports and supervises the regional and cantonal supervisory authorities to ensure the consistent application of federal legislation;
  • formulates directives, reviews the annual reports of the regional and cantonal supervisory authorities, and carries out inspections where necessary;
  • deals with accounting- and auditing-related issues, draws up professional standards, and provides auditors with audit and reporting templates;
  • represents the OPSC on the Swiss GAAP FER Technical Commission (observer status) and on the EXPERTsuisse OPA Technical Commission.

• Central Services

  The Central Services Unit:

  • provides administrative support to the president, commission members, the director, and the secretariat;
  • provides financial, human resources, logistical and information and communication technology (ICT) support; and
  • is responsible for internal and external communications.

• Direct supervision

  The Direct Supervision Unit:

  • supervises the investment foundations, the Guarantee Fund and the Substitute Occupational Benefit Institution;
  • reviews the annual reports and regulatory frameworks of the entities subject to supervision;
  • reviews the reports drawn up by occupational pension actuaries and auditors;
  • reviews the partial liquidation procedures and measures which the Substitute Occupational Benefit Institution will implement in the event of underfunding;
  • reviews investment foundation products;
  • acts as the OPSC point of contact on technical matters relating to capital investments.

• Legal Affairs

  The Legal Affairs Unit:

  • advises the other specialist units on legal matters;
  • drafts directives and communications, as well as decisions, appeals and consultation responses;
  • provides legal support during the inspection process;
  • provides support in connection with the establishment of investment foundations;
  • deals with legal issues in connection with activities to guarantee consistent supervisory practices nationwide;
  • oversees the accreditation/disaccrediation of occupational pension actuaries.

• Risk Management

  The Risk Management Unit:

  • prepares the Report on the Financial Situation of Pension Institutions;
  • monitors international developments and participates in international bodies;
  • assesses the technical guidelines of the Swiss Chamber of Pension Fund Actuaries (SKPE) and, when required, prepares their adoption as minimum standards;
  • supports the other specialist units on matters requiring expert occupational pension knowledge, particularly as regards the drafting and assessment of directives and technical standards.
