Structural reform

January 2003: The Federal Council adopts an agenda aimed at securing the future of the occupational benefits system.

August 2003: An expert commission on optimizing supervision of the occupational benefits system is set up under the chairmanship of Prof. Jürg Brühwiler.

August 2004: The Federal Council reviews the commission’s findings; immediate action is taken to implement individual measures that can be introduced without amending the legislation.

August 2004: A subsequent expert commission on structural reform is established and placed under the chairmanship of Prof. Raymond Schmutz. It is tasked with preparing a consultation draft on measures to optimise the content and structure of occupational benefits supervision by the end of 2005, taking the previous commission’s recommendations as its basis.

March 2006: The Federal Department of Home Affairs (FDHA) is tasked with preparing a consultation draft on the amendment of the BVG by June 2006, on the basis of the expert commission’s report. The conversion rate, minimum interest rate and investment guidelines are not included in the parameters.

July 2006 to October 2006: Consultation procedure on the new statutory provisions.

February 2007: The Federal Council reviews the results of the consultation procedure and asks the FDHA to prepare a draft revision of the law aimed at strengthening both direct and ultimate supervision, and incorporating additional provisions on a code of conduct for the governance of occupational benefit institutions.

June 2007: The Federal Council adopts its dispatch on the structural reform of the occupational benefits system for consideration by parliament.

March 2010: The Swiss parliament passes the Federal Act on Occupational Old Age, Survivors' and Invalidity Pension Provision BVG (structural reform).

November 2010 - February 2011: Consultation procedure on the implementing provisions.

June 2011: The Federal Council issues its decision on the entry into force of the structural reform and implementing provisions (amendments to Ordinances BVV1/BVV2 and the Investment Foundation Ordinance).

June 2011: The Federal Council appoints Pierre Triponez as President of the Occupational Pension Supervisory Commission (OPSC).

August 2011: The President of the Occupational Pension Supervisory Commission names Manfred Hüsler as Director of the OPSC.

August 2011: The governance and transparency provisions of the Federal Act on Occupational Old Age, Survivors' and Invalidity Pension Provision BVG (structural reform) come into force.

November 2011: The Federal Council appoints the remaining members of the Occupational Pension Supervisory Commission (OPSC).

January 2012: The supervisory structure set forth in the Federal Act on Occupational Old Age, Survivors' and Invalidity Pension Provision BVG (structural reform) comes into force; the Occupational Pension Supervisory Commission (OPSC) starts work.
